Portland Selects Central Parking / Roy Jay Venture to Operate Garages

After nearly a half year of back and forth the City of Portland evaluation committee has selected Central Parking and a j
oint venture partner headed by Portland business entrepreneur, Roy Jay to operate the multi year, multi million dollar Smart Park garages in the City of Roses.

Earlier this year, Mayor Sam Adams ordered the original process to be terminated due to what a few respondents claimed was technical flaws in the evaluation process of the RFP.  The loudest voices at the table complaining included the titans of downtown, Greg & Mark Goodman of City Center Parking along with Barry Schlesinger, principal of Star Park.  The two families, who are normally at odds both brought in heavy artillery to force a second process, only after they had wound up third and fourth place, respectively, during the first process.  The recommendation by a panel of business and professional evaluators selected by the City of Portland placed Central Parking head and shoulders above any of the remaining finalist.

Most recently, City Center attended a second pre-bid conference held by the Citys Department of Transportation and failed to respond to submit a bid in time for the October 12th deadline. Greg Goodman indicated that his company decided not to respond to the RFP for professional reasons.

Star Park, had been the operator of the public parking garages since 2003 as a result of Roy Jays tenacity to empower various partners for what some people considered one of the most successful David and Goliath battles ever. While Jay is not commenting on what separated the groups, however the rumor that Central Parking entered a lucrative joint venture agreement with Roy Jay, who put a lot of skin in the game and involves more than just the Smart Park contract.

Central Parking proposes a much better health care program for employees, plus a 401K retirement program, something that neither Star Park nor City Center Parking have ever offered their workers. In addition, the plans to increase validating merchants, market the garages in a more innovative and creative manner which should increase revenues significantly over the life of the contract. Jay said that Central is not in the same position as other locals since other locals have downtown parking facilities which directly compete with Smart Park garages daily.
